This year and next year, Guangzhou and Shenzhen have decided to increase the number of license plates by a total of 180000, and relax purchase restrictions to promote automobile consumption. On June 2, the transportation bureaus of Guangzhou and Shenzhen issued notices to increase the allocation quota of cars, adding 80, 000 and 100000 license plates respectively from 2019 to 2020, becoming the first new policy to stimulate automobile consumption in the country. Beijing, Shanghai and other places have not followed up yet.

Constrained by slowing economic growth and falling consumer demand for cars, the domestic car market is in an extremely depressed environment. New car sales in China have been falling since June 2018 and show no sign of easing for 12 consecutive months. Data from the Federation of passengers show that domestic passenger car sales fell 16.9% in April from a year earlier, and cumulative sales from January to April fell 11.9% from a year earlier. At present, automobile sales undertake the important mission of stimulating domestic consumption, but it is also a fact that cars are unsalable. How to boost automobile consumption has become an important policy issue at present.

In January this year, 10 ministries, including the National Development and Reform Commission and the Ministry of Transport, jointly issued opinions on the implementation plan to further promote automobile consumption, hoping to raise the target of new car license plates in cities that have implemented car purchase restrictions. it also plans to ban local governments from issuing new car purchase restrictions, a move that helps improve new car sales figures and is regarded as a "new policy to rescue the market". In May, Guangdong took the lead in responding by requiring Guangzhou and Shenzhen to comprehensively increase license plate targets and expand the scale of permitted purchase, with the aim of promoting car consumption.

According to a circular issued by the Guangzhou Municipal Bureau of Transportation, from June 2019 to December 2020, the quota of incremental indicators for small and medium-sized buses will be increased by 100000. In principle, the increased quota will be equipped with ordinary car bidding indicators and energy-efficient vehicle lottery indicators according to the proportion of 1:1, which will be organized and implemented by index management agencies on a monthly basis. It means that the total quota of 240000 cars in Guangzhou this year and next year will be increased to 340000 after the release of the policy.

According to a notice issued by the Shenzhen Municipal Bureau of Transportation, starting from June 2019, on the basis of the original regulation and control target of 80,000 ordinary cars per year, an additional 40,000 ordinary cars will be put into operation each year from 2019 to 2020 (88% for individuals and 12% for enterprises), of which 10,000 will be allocated by lottery and 30,000 by competitive bidding. The 40,000 additional indicators in 2019 are allocated to June-December 2019 on a monthly basis, and the 40,000 additional indicators in 2020 are allocated to 12 months of the year on a monthly basis.

Most of the new indicators are used for bidding! Judging from the results of the Guangzhou-Shenzhen license plate bidding in May, the lowest transaction price of Guangzhou Yue An individual license plate was 40000 yuan, and the average transaction price was 42846 yuan, which increased from the previous month; in May, the lowest transaction price of Shenzhen Yue B individual license plate was 60100 yuan, and the average transaction price was 69873 yuan, which decreased from the previous month.

Given that the license plate index is "in short supply", the move will directly increase sales of 180000 new cars. At present, Beijing, Shanghai and other places have not issued policies on relaxing car lottery and auction targets, but it can be expected that cities that implement car purchase restrictions in many places across the country will gradually follow suit, and the difficulty of consumer lottery and license plate bidding indicators will be reduced.

Relaxing traffic restrictions is only a step to promote automobile consumption. It is believed that more specific and extensive policies will be implemented in the future to boost consumption in the automobile market in an all-round way.

At present, the automobile industry as a whole is faced with the implementation of the sixth national emission standard, which is less than a month away from the official implementation of July 1.
