Following the incident of protecting the rights of the female owner of Mercedes-Benz, Mercedes-Benz Auto Finance Co., Ltd. also had problems and was fined 800000 yuan by Beijing Banking and Insurance Supervision Bureau after Xi'an Star Automobile Co., Ltd. was fined 1 million yuan.

The China Banking and Insurance Regulatory Commission released a penalty information form on Sept. 11, showing that Mercedes-Benz Auto Finance Co., Ltd. imposed an administrative fine of 800000 yuan according to law because of "serious deficiencies in the management of outsourcing activities." The date of the penalty decision is shown as September 2, 2019.

In early April, the female owner of a Mercedes-Benz car in Xi'an found an oil leak because she negotiated with the 4S store and climbed onto the hood to cry about her rights. The video spread rapidly on the Internet, and the rights incident continued to ferment. In addition to the vehicle quality problem, the female car owner also exposed that Xi'an Lizhixing illegally charged 15200 yuan "financial service fee", which immediately aroused the great attention of the Inland Revenue Bureau and the Banking Insurance Supervision Bureau.

On April 15, Xinhuanet reported that the China Banking and Insurance Regulatory Commission has asked the Beijing Banking and Insurance Regulatory Bureau to investigate whether Mercedes-Benz Auto Finance Co., Ltd. illegally collects financial service fees through dealers.

Mercedes-Benz Auto Finance Co., Ltd. has spoken twice on the incident. The company issued a statement on the "15000 financial service fee" on April 14, saying that it has always operated in accordance with the rules and regulations, and has repeatedly asked dealers to abide by the law in their independent business process to ensure the legitimate rights and interests of consumers.

On April 25, Mercedes-Benz Finance also said, "Mercedes-Benz Finance will not charge any financial services fees from dealers and customers. Dealers are independent legal entities and have a partnership with Mercedes-Benz Finance. We have no authority to restrict dealers."

Now the Beijing Banking and Insurance Regulatory Bureau has indeed found that Mercedes-Benz Financial is seriously inadequate in terms of management.

According to Tianyan Cha, Mercedes-Benz Auto Finance Co., Ltd. was registered with the Beijing Municipal Administration for Industry and Commerce on September 21, 2005. The two major shareholders of the company are Daimler AG (52.2%) and Daimler Greater China Investment Co., Ltd. (47.8%). The company's business scope includes providing car purchase loans and other services.
