He said: at present, China's automobile industry has entered a period of market and industrial structure adjustment, and the energy power, production, operation, and consumption patterns of the automobile industry have all begun to be reshaped in an all-round way. The long-term development trend of China's automobile industry has not changed.

Miao Wei believes that China's production, sales and ownership of new energy vehicles account for more than half of the world, and it is a veritable automobile country in the world. In terms of structural adjustment, we should unswervingly adhere to the national strategy of developing new energy vehicles, promote the accelerated integration of vehicles with energy, transportation, information and communications industries, and promote the development of intelligent network-connected vehicles. At the same time, it is also necessary to scientifically guide the transformation and upgrading of traditional fuel vehicles to achieve the coordinated development of the industry and the smooth conversion of new and old kinetic energy.

The sales volume of new energy vehicles in China has jumped to the first level in the world in a few years. From 2012 to 2015, the sales of new energy vehicles in China were 12000, 17600, 74700 and 331000 respectively. Affected by subsidies, the growth rate slowed down to 507000 vehicles in 2016. Sales of new energy vehicles reached 777000 in 2017, up 53.3 percent from the same period last year, and 1.256 million in 2018, up 61.7 percent from the same period last year.

In 2019, subsidies for new energy vehicles dropped sharply, and the growth rate slowed down again. In August, the production and sales of new energy vehicles completed 87000 and 85000 respectively, down 12.1% and 15.8% respectively over the same period last year. From January to August, the production and sales of new energy vehicles completed 799000 and 793000 respectively, an increase of 31.6% and 32.0% respectively over the same period last year. Therefore, it is challenging to achieve the annual sales target of 1.5 million vehicles.

According to the plan, the production and marketing target of new energy vehicles in 2020 is 2 million. However, in the case of the complete withdrawal of subsidies and the fact that new energy has not been fully market-driven, it is difficult to achieve the target.

Some analysts believe that it means that the state should open up incentives to buy cars, especially in new energy vehicles, to release suppressed purchasing power.

On August 27, 2019, the General Office of the State Council issued opinions on speeding up the development of circulation to promote commercial consumption, one of which is to "release the potential of automobile consumption". Areas that implement car purchase restrictions should explore specific measures to gradually relax or abolish car purchase restrictions in the light of the actual situation. In addition, places with conditions are encouraged to give active support to the purchase of new energy vehicles.

In June this year, the three departments of the National Development and Reform Commission, the Ministry of Commerce and the Ministry of Ecology and Environment issued relevant implementation plans, requiring all localities not to impose traffic restrictions and purchase restrictions on new energy vehicles, and those that have been implemented should be abolished.

With the decline of the car market, the sales of new energy vehicles have also been affected. After years of industrial policy support and financial subsidies, it is inevitable that there will be a significant deceleration at the time when the subsidy is about to be cut off. The implementation of the double points policy will also enable car companies to invest more money in new energy vehicles and promote the development of new energy.
